Section 2 of RA 11032 declares the State's policy to promote integrity, accountability, and transparency in government service delivery, and to reduce red tape in business and non-business transactions.

Section 6 further requires every government agency to publish its current service standards — the Citizen's Charter — on information billboards, its official website, and in printed materials in English, Filipino, or a local dialect.

"...the State shall maintain honesty and responsibility among its public officials and employees, and shall take appropriate measures to promote transparency in each agency with regard to the manner of transacting with the public..." — RA 11032, Sec. 2
